We are looking for recommendations on software that anyone may be using or have used in the preparation of their indirect cost rate proposal. We use the Simplified Method for our proposal, based upon Modified Total Direct Costs.  We currently do ours in house utilizing excel worksheets.  Any feedback is welcomed.

MAXIMUS’ Comprehensive Rate Information System (CRIS) works very well for the University of Minnesota. Its structured framework aligns with federal cost principles, making it a strong platform for consistency, defensibility, and efficiency in our rate development process.

I recommend that you consider CRIS because it provides a standardized environment that integrates financial data, space classification, cost allocation methodologies, and regulatory compliance requirements into a single analytical platform. By centralizing proposal development, CRIS helps institutions reduce manual calculation risk, improve audit readiness, and maintain transparent documentation supporting rate negotiations.

CRIS is particularly valuable for institutions with complex research portfolios, multiple facilities cost pools, and large volumes of space and asset data. It supports repeatable, defensible methodologies that align with federal Uniform Guidance requirements and cognizant agency expectations. When implemented effectively, CRIS can improve proposal accuracy, streamline rate preparation timelines, and strengthen institutional confidence during federal review and negotiation.

Also, MAXIMUS consultants bring deep technical expertise and practical field experience, helping ensure your proposal is complete, accurate, and fully prepared for submission and review.

Best Regards.
