In Colorado, there is a state law that does not allow postsecondary institutions to refuse to provide a transcript or diploma to a current or former student on the grounds that the student owes a debt for tuition, room and board fees, or financial aid funds. Schools can pursue other debt collection methods, but cannot use withholding the transcript or diploma as a means of debt collection.

In order to collect open A/R for graduating students, we are considering a requirement that their A/R balances to be paid in full before the student is allowed to walk at graduation. Does anyone else have this policy in place? Currently we will not give the student their diploma until they pay their balance, but this does not deter all students. For students not graduating in the current term, we do not allow them to register for the next term until their balance is paid. Thank you for any help you can provide.
