I have a workaround for you to consider. Fundriver can administer a primary spending rule and a secondary spending rule at the fund level. If you do not need to apply two distinct sets of spending rules by fund, could you use the secondary spending rule to assess administrative fees? You would create a set of spending rules for spending, and assign the appropriate spending rule as the primary spending rule on each fund. Then you would create a set of "spending" rules for administrative fees, and assign the apporopriate fee rule as the secondary spending rule on each fund. You might need to have Fundriver customize some of their reports to break out spending and administrative fees as separate items, but I suspect that would be pretty simple to do.
Also, I recommend checking in with Adavico. Last time I looked at endowment management software they had a competitive product.
