    How does your university process accumulated leave payouts for employees paid from grant funds?  Do you use a fringe pool?  Or do you rely on the departments to identify other fund with which to charge the payment?

    At my institution employees paid from grants are designated special contract employees meaning they can use accumulated vacation leave during their term of employment but are not paid out for any unused leave at the conclusion of their contract. Sick leave payouts only occur upon retirement and are a portion of accumulated leave, but again, special contract employees are ineligible.

    Our community and technical college system in Washington State has to pay terminal pay from some other funding source, but the accumulate leave just like all other employees if they are eligible.
